THE FY 2021-2024 TRANSPORTATION IMPROVEMENT PROGRAM IS FORMALLY ADOPTED

This document lists the transportation projects to be funded over the next four state fiscal years running July 1, 2021 through June 30, 2024. The CBMPO Technical Coordinating Committee and Policy Committee discussed these project proposals over the course of five months.  Public input was received through September 19, 2020. The final vote on the list of projects took  place November 4, 2020 at the regular scheduled meeting of the CBMPO Policy Committee.

UPDATES
The Transportation Improvement Program changes from time to time to reflect changes in timing, funding, and scope. Changes to projects that are exempt from federal oversight, or do not impact project description, capacity, or termini and otherwise do not impact air quality conformity are allowed as administrative modifications. These typically occur when funding shifts from one year to the next or minor changes occur within the project. Amendments occur with major changes to a project that change scope, termini, incur major changes in budgeted federal funds and/or involve the addition of new projects that affect air quality conformity. These changes are noted below:

Project CB-108A has an updated cost for ROW. There are no changes in scope or schedule and the budget difference is less than $2 million.  
Cosmetic changes have been made to the document to improve clarity and increase readability.


The FY 2018-21 Transportation Improvement Program (TIP) 
The CBMPO is required to update the Long-Range Plan every four years. With that update, information on several projects listed in the Transportation Improvement Program (TIP) are also updated. The TIP identifies projects to be undertaken within the early years of the Plan. In this case the TIP projects are identified as those requiring federal funds in the FY 2020-2021 timeframe because our TIP must match the years of the State TIP which currently is FY 2018-2021.

The most recent update to the CBMPO FY 2018-2021 Transportation Improvement Program was officially adopted at the February 6, 2020 meeting of the Policy Committee with the adoption of the FY 2050 CBMPO Long-Range Transportation Plan. These are the projects included in the TIP update:
